The European Commission has placed ChatGPT, Reddit, and Roblox under the EU’s strictest platform-safety regime after each reported over 45 million monthly users in the bloc. The companies have until January 2027 to comply with mandatory risk assessments, independent audits, and enhanced transparency under the Digital Services Act.
The European Commission designated ChatGPT as a Very Large Online Search Engine, and Reddit and Roblox as Very Large Online Platforms.
Each service cleared the EU's 45-million monthly active user threshold, with ChatGPT recording 159.1 million, Reddit 57.2 million, and Roblox 46.6 million.
The companies have four months to overhaul safety systems, submit to independent annual audits, and publish detailed transparency reports.
The classification is an administrative trigger based purely on user reach, not an enforcement finding or penalty.
